Women hold 58 per cent of the lowest-paid jobs and only 38 per cent of top roles, says the report.

It follows disclosures that two in three stars on more than £150,000 — many are freelance — were men.

Chris Evans was on most with at least £2.2million.

The report said the “majority” of the gender pay gap resulted from having fewer women in “leadership and senior roles”.

The BBC has pledged to end the pay disparity by 2020.

It said the national average was about 18 per cent.

Director general Tony Hall said: “We’ve done a lot, but we’ve more to do.”

Former Appeal Court judge Sir Patrick Elias, who oversaw the review, said there was “no systemic discrimination” in pay but women were under-represented in senior roles.
